ISIA key strategic priority areas include:

The Accountants Act 2010 governed the establishment of the Institute of Solomon Islands Accountants and has given clear mandates for the implementation and regulation of the profession to grow, develop, and improve the profession in Solomon Islands.

ISIA more recently in 2019 has approved its longer term goal to achieve IFAC accreditation by 2025.

Why ISIA may collect personal information

ISIA collects personal information for purposes of performing its statutory functions. Some personal information considered too sensitive can only be collected when it is reasonably necessary for the exercise of power or performance of a core function under law.

Type of personal information held by ISIA

The type of personal information collected and held by ISIA on the Institute’s members is quite extensive as far as the scope of matters dealt with by the Institute is concerned. This includes but is not limited to:

  • Member’s personal contact details – name, email, postal address, telephone number and fax number, and details about the member’s application (where applicable);
  • employment details;
  • financial or bank account details;
  • particulars about your education and training; and
  • disciplinary details.

How ISIA collects personal information

ISIA basically collects personal information through:

the applications for membership to the Institute it has received directly from you or from a third party (representative) on your behalf;

submissions you made to this website through our online forms (however, no personal information is collected by ISIA when you browse our website); and

other sources such as from other public bodies, individuals or private entities from whom information is sought for regulatory purposes.

Protection, use and disclosure of personal information

Access to personal information in ISIA is strictly on a work-related basis only.

ISIA may use your personal information under lawful circumstances such as the following as per the Accountants Act and Rules and Regulations to the Act:

  • assessing and determining how best your application for membership of the Institute should be dealt with;
  • where you have consented to disclosing your personal information; or
  • where a legal or disciplinary proceeding arises out of the operation of the Accountants Act.

ISIA Secretariat staff members and the Institute’s committee and board members adhere to high ethical standards that discourages them not to divulge any information (including personal information) received by them in the performance of their functions to any person except in accordance with the Accountants Act.

ISIA therefore has higher regard to protecting your personal information. A key objective of the Institute is to regulate the professional and ethical conduct and other professional standards for its members and registered practicing accountants.

These professional standards are captured in the Rules of the Institute and are issued by the Standards Committee pursuant to the Accountants Act.

The fundamental principles of code and professional standards is to encourage integrity, objectivity, professional competence and due care, confidentiality and professional behaviour.

In addition to the general requirements under Rule 1(4) for all members to meet the obligations of the International Code of Ethics for Professional Accountants issued by the International Ethics Standards Board for Accountants, registered practicing accountants conducting a public accountancy practice shall ensure that sufficient internal controls systems are put in place to protect the interests of his or her clients as well as the reputation of the Institute.

More on Members

Important to ISIA’s roles and responsibilities and to the institute’s vision is the incorporation of the Solomon Islands Government Accounting Service (SIGAS) members into ISIA’s membership as practitioners as well as executive members of ISIA’s Council.

This is important because not only is ISIA required to set accounting standards for the public sector, it is also required to ensure its members meet professional and ethical standards which need to apply to government accountants as much as private sector accountants.

Key Achievements

  1. ISIA has been in dialogue with SIGAS executive to agree arrangements to incorporate SIGAS’ membership into ISIA. It has been agreed that an MOU be crafted to spell out the principles that will apply in the incorporation process. To facilitate and accelerate this process the Accountant General has been co-opted on to Council so that he can fully participate in the management of ISIA and understand its roles and objectives.
  2. Steps are under way to obtain a profile of SIGAS membership in terms of educational qualifications, years of experience and current accountancy roles in the public sector in order to determine appropriate classes of membership to be awarded to its members upon incorporation into ISIA.
  3. Solomon Islands Government Public Financial Management Reforms
  4. ISIA is becoming increasingly visible to SIG and has started being invited to enquiries and hearings related to accounting and public financial management such as for the Tax Administration Bill wherein tax agents will be required to be a member of ISIA as one of their necessary qualifications; and in the Value Added Tax consultations with stakeholders.
  5. ISIA is also referenced as the relevant accounting regulator under the latest Electoral Act audit provisions.

ISIA will also become increasingly engaged with SIG when its yet to be formed statutory Standards Committee reviews draft financial reporting standards that will apply to government accounts at national, provincial and local government level before the standards are issued by ISIA.
